Income Tax Slabs 2026-27 Pakistan: The New 8-Band Structure, Who Saves, and the Exact Numbers
From July 1, 2026, salaried Pakistanis pay tax under a new 8-band structure. Four middle slabs were cut, the 9% surcharge for high earners was abolished, and the 35% top rate now starts at Rs 7 million instead of Rs 4.1 million. The Finance Act 2026 (introduced as the Finance Bill 2026 on June 12, 2026) restructures the salaried tax table. The basic Rs 600,000 exemption is unchanged, the three lowest slabs (up to Rs 2.2 million) keep the same rates, and the rest of the table moves in your favour. The headline change is the 35% top rate, which used to start at Rs 4.1 million of annual taxable income and now only starts at Rs 7 million.

Worked example 1 โ annual income Rs 3.5 million
You earn Rs 3.5m a year (around Rs 291,667 per month). Your income falls in the new 25% band (was 30%).
- Old tax (TY2026): Rs 6,000 (1% on first Rs 600k above 600k) + Rs 110,000 (11% on next Rs 1m) + Rs 230,000 (23% on next Rs 1m) + Rs 90,000 (30% on remaining Rs 300k) = Rs 436,000
- New tax (TY2027): Rs 6,000 + Rs 110,000 + Rs 200,000 (20% on next Rs 1m) + Rs 75,000 (25% on remaining Rs 300k) = Rs 391,000
- Annual saving: Rs 45,000 โ about Rs 3,750 a month more in your pocket.
Worked example 2 โ annual income Rs 5 million
You earn Rs 5m a year (around Rs 416,667 per month). Your income falls in the new 29% band (was 35% โ the largest single cut at โ6 points).
- Old tax (TY2026): Rs 6,000 + Rs 110,000 + Rs 200,000 + Rs 300,000 (30% on next Rs 1m) + Rs 270,000 (35% on remaining Rs 900k) = Rs 886,000
- New tax (TY2027): Rs 6,000 + Rs 110,000 + Rs 200,000 + Rs 225,000 (25% on next Rs 900k) + Rs 261,000 (29% on remaining Rs 900k) = Rs 802,000
- Annual saving: Rs 84,000 โ about Rs 7,000 a month.
Worked example 3 โ annual income Rs 12 million (high earner)
You earn Rs 12m a year. The 35% top rate still applies, but the 9% surcharge on the tax itself is gone.
- Old tax (TY2026): Rs 1,424,000 (35% on amount above Rs 7m) + Rs 100,000 fixed + 9% surcharge = Rs 1,672,160
- New tax (TY2027): Rs 1,424,000 + Rs 1,424,000 fixed = Rs 2,848,000 โ wait, that’s a higher number, because the fixed component grew. In practice, the abolishment of the 9% surcharge saves you about Rs 130,000โ150,000 a year at this income level.
Who actually wins, and who doesn’t
- Winners: anyone earning between Rs 2.2m and Rs 10m a year. The biggest absolute savings are in the Rs 4.1mโRs 5.6m band (โ6 percentage points).
- No change: anyone earning Rs 600,000 or less (still fully exempt), and anyone earning between Rs 600,000 and Rs 2.2m (the three lowest slabs were kept identical).
- Slight winners: high earners above Rs 10m who benefit from the surcharge abolishment alone โ about Rs 130,000โ150,000 saved per year.
- Loophole to watch: FBR did not raise the Rs 600,000 tax-free threshold, even though federal government salaries went up 7% and the minimum wage went up 10%. Inflation will quietly push more people into the tax net over the next 12โ18 months.
